Need help Tein street advance coil overs

I bought this suspension new and bought a new top hat kit from heel toe. I was told by heel toe that the top hat kit will come with everything needed. When I got the top hat kit and I went to install it the discos say I need to use 2 washers that go between the dust cover and the first rubber bushing. I do not have these washers. Are these washers needed?

The discos?
The instructions say you need them...don't even question it. They obviously didn't pack your parts correctly or lied to you. Get some washers.

Sorry. Using a dumb smart phone. The instructions say to use two washers.

The thing is where it says to use the washers the own strut doesn't even have 2 washers staked on top of each other. So I have no idea what they are talking about. There is one washer that goes above the dust cover but not 2. Both of these washers the instructions indicate are used from your oem suspension. I don't have any own suspension so I'm kinda sol until I can figure out exactly what I need.
