I have the CEL on due to my bank 1 being below threshold, now is bank 1 the primary/front catalytic converter?

If you have a v6 it is the catalytic closer to the firewall. Chances are it has collapsed and needs to be replaced. If you have the 4 cylinder I guess there is only one exhaust catalytic attached to the engine.

To test if it is the cat itself, reset the CEL to turn it off, decelerate a couple of times from highway speeds (off ramps are nice for this), stop and restart engine after 10-20 minutes and decelerate again. Then get on the highway with constant speed (i.e. turn on cruise control) and wait. If the light turns on that means the cat has collapsed inside. If not, then chances are its just the o2 sensors.
