Odd is right. I have a really hard time believing the company that manufactured those assemblies for Honda would let that go out the door.
Are you sure that is a true OEM item? It should have "Honda" and the part number on the assembly.
On the flip side. If it were me, I would use a dremel tool to punch a hole in the center. Then I would take some sort of exacto blade/razor to gradually cut back the plastic. Might be a tedious effort but, I don't see any other way besides separating the outer clear lens from the body itself, then re-gluing/bonding the clear lens. That process is also very tedious but it can be done.
Even if you were successful with removing excess plastic, without separating the clear lens, so the bulb assembly is able to fit..... any plastic that you were not able to remove might have an affect on the way the light disperses at night. But, if that happens, you might be able to find a aftermarket bulb that is brighter than the standard bulb.
