THis kit is for camber adjustment. You will need this once you lower your car to avoid inside tire wear due to negative camber and to get better handling once lowered. Not sure if your mechanic is talking about the lower balljoint or if your camber has anything to do with your car pulling to the left. Its possible though if your camber is uneven, then your car will pull to the left or right. In this case, this kit will help. Check with your mechanic to see if this item is what you need.
This is definitely a good thing to have when you lower your car to help minimize tear wear and to improve handling (keeping the surface of your tire flat on the ground)
