When I sold my stock radio, I had to get the code from the dealer as well, but they didnt charge me. all they had to do was get some numbers off of it. Then they wrote the code down on a sheet of paper, and that was it. If you have to pay, that is stupid. Just thought Id let you know. Thanks.

when you call the dealer they just ask for the serial number of the radio

Normally, you can't just call the dealer. You have to go there with your license and vehicle registration. That's the purpose of having a coded radio.
Otherwise, anyone can steal the radio and call the dealer to get the code.
Also the name on the license must match the name on the registration to show that it's your car and your radio
